Louis-Augustin Julien appointed Deputy Director General of Resources at INRAE

PRESS RELEASE - Appointed on 13 October 2023 by Philippe Mauguin, Chair and CEO of INRAE, with the approval of the Institute's Board of Directors, Louis-Augustin Julien becomes INRAE's new Deputy Director General for Resources (DDGR) as of 1 November. He took over the role on a temporary basis following Fabrice Marty’s departure in May 2023, having previously served as INRAE's Director of Finance and Procurement (appointed 2018). Louis-Augustin Julien will now lead the Institute’s administrative departments in supporting the implementation of the INRAE 2030 scientific strategy, overseeing, in particular, human resources, financial and legal affairs, information systems, property strategy and the Institute's ambitious CSR policy.

In a formal decision dated 13 October 2023, Louis-Augustin Julien became the new Deputy Director General of Resources (DDGR) at INRAE, following a 5-month period as acting DDGR. In this role, he will oversee all the establishment's administrative services, providing the support required to deliver the Institute's overall scientific strategy to accelerate the transition to healthy and sustainable agricultural and food systems. As DDGR, he will drive policy in the realms of human resources, financial and legal affairs, purchasing, property management, legal affairs and information systems. His remit includes the conduct of the Institute’s relationships with its supervisory Ministries of Research and Agriculture and with the Ministry of Public Finance, and he will also lead social dialogue within the Institute. He will pursue INRAE’s overhaul of its collective actions, taking account of the Institute’s contractual objectives, available resources and performance, giving particular attention to the transitions that are essential to the production of equitable, low-carbon research outputs in the fields of digital technology and corporate social responsibility.

Born in 1984, Louis-Augustin Julien holds a master’s degree in international relations from Sciences Po, Paris and is a graduate of the prestigious École Nationale d’Administration (ENA, Jean Zay cohort, 2012-2013). He began his professional career as a financial auditor for EY in 2006, joining the Budget Department of the French Ministry of Finance in 2014. There, he served as Deputy Head of the Media and Telecommunications Office until 2016, before becoming Deputy Head of the Higher Education and Research Office from 2016 to 2018. In these roles, he negotiated parliamentary finance bills and directed the budgets for the relevant sectors. He also sat on the boards of a range of public institutions, including the Bibliothèque Nationale, the French National Audiovisual Institute and National Frequency Agency, INRA, CIRAD and the IRD. He joined INRA in 2018 as Director of Finance and Procurement, where he oversaw all the institute’s financial processes. In this role, he worked alongside senior management on several operational projects, including the merger with IRSTEA to form INRAE. In May 2023 he was appointed Acting DDGR of INRAE, before being appointed for a 4-year term as the Institute's new DDGR from 1 November 2023.

Carole Caranta named Deputy Director General of Science and Innovation at INRAE

PRESS RELEASE - Philippe Mauguin, Chair and CEO of INRAE, has appointed Carole Caranta as Deputy Director General of Science and Innovation. Her new four-year term starts on 1 April 2021. Carole succeeds Christine Cherbut, who will be moving on to other responsibilities, and for whom she served as Associate Deputy Director since the creation of INRAE on 1 January 2020. Her nomination got the stamp of approval at the last meeting of the Board of Directors on 15 March 2021. Three months after the presentation of the INRAE2030 strategic plan, Carole takes the reigns of the Institute’s scientific and partnership strategy. She will now be in charge of both steering and implementing policy. Under the aegis of the Institute’s Chair and CEO, Deputy Director of Expertise and Support for Public Policies, Deputy Director of Resources and Vice-President of International Policy, and in consultation with Scientific Directors, Carole Caranta’s job will be to guarantee the coherence of INRAE’s scientific and innovation strategy, which is designed to rise to complex and inter-related challenges and facilitate agricultural, food and environmental transitions.

INRAE: Thierry Caquet appointed Vice-President of International Policy and Isabelle Litrico appointed Scientific Director of Agriculture

PRESS RELEASE - Philippe Mauguin, Chair and CEO of INRAE, appointed Thierry Caquet Vice-President of International Policy on 1 January 2025 for a four-year term. Thierry succeeds Jean-François Soussana, named Chair of France’s High Council on Climate. Isabelle Litrico, Head of the Plant Biology and Breeding Division until now, becomes Scientific Director of Agriculture. Isabelle succeeds Christian Huyghe, whose term has expired but who in 2025 will carry out a portfolio of missions for several scientific programmes.

Philippe Mauguin reappointed as INRAE Chair & CEO

PRESS RELEASE - Philippe Mauguin was appointed by decree to head up INRAE as its Chair & CEO for a second four-year term. This renewed mandate, approved by the Council of Ministers, comes after an afternoon of hearings on Tuesday, 15 October 2024, before the Economic Affairs Committees of the Senate and the National Assembly. The hearings before the Members of Parliament were an opportunity to review INRAE’s achievements over the previous four years since being created in 2020, and to present its new research priorities. INRAE aims to continue producing world-class research and advance knowledge transfer and innovation efforts in an environment marked by multiple major crises and massive research investment by world powers such as China, the United States, India and Brazil. Together with its partners, INRAE can provide substantive responses to the global change that is significantly impacting the world of agriculture and local players in the food, forestry and environmental sectors.
